Abstract
To further optimize the business environment under the rule of law and promote the effective implementation of the "Government-Enterprise Collaboration: Responding to Every Need" initiative, on August 15, the "Rule of Law Escort: Government-Enterprise Together" legal awareness and education event—jointly organized by the district court, the district government service office, the Jinghai Town government, and Tianjin HIGREEN—was launched at Tianjin HIGREEN. Guo Yuanyuan, Deputy Director of the Jinghai District Business Environment Office; Li Honggang, Vice President of the Jinghai District Court; Fu Dianjun, Deputy Mayor of Jinghai Town; Liu Zongyu, Chairman of Tianjin HIGREEN; as well as responsible officials from relevant departments and more than 50 merchant representatives from the park, gathered together to discuss how the rule of law can support and drive development.
This briefing focused on legal disputes and risk prevention issues faced by businesses in the industrial park. Judges from the Jinghai District Court carefully selected typical cases closely related to the daily operations of park-based businesses, thoroughly analyzed the associated legal risks, and provided detailed guidance on key legal matters such as drafting sales contracts, adopting preventive measures, preserving evidence, and handling disputes. As a result, participants gained a deeper and clearer understanding of risk management in critical aspects of their business activities, receiving valuable guidance to help them effectively avoid legal risks in the future. Subsequently, representatives from the Jinghai Town International Trade and Logistics Park Management Office and the District Business Environment Office introduced various service initiatives, including the establishment of an intricate “grid-based enterprise connection” network, the smooth operation of “online and offline” express delivery channels, and the implementation of a tiered response and collaborative working mechanism. They also shared details about the pilot program “Government and Enterprises Working Together—Responding Promptly to Needs” and the use of the “Jingxin Ban” platform. These practical measures provided clear guidance for park businesses, helping them build a robust legal “firewall.”
After the briefing, staff from the district court distributed legal risk prevention manuals to the merchants in attendance. The judges also engaged in interactive discussions with the merchants on-site, patiently answering a wide range of legal questions they raised. The merchants actively and enthusiastically asked questions, creating a very lively atmosphere at the scene.
The successful holding of this event has not only effectively enhanced the park’s merchants’ understanding and application of laws and regulations in their business operations, enabling them to use legal tools to safeguard their financial interests. More importantly, through government-enterprise collaboration, we have established a regular legal service platform and built a comprehensive risk prevention and control system covering the entire chain. Moving forward, Tianjin HIGREEN will continue to improve its service and management capabilities within the park, deepen and implement the “Rule of Law Support—Government-Enterprise Collaboration” initiative, and create a more secure and dynamic business environment for park merchants, thereby making solid contributions to the high-quality development of the regional economy.
